Shiny Locked Pokemon
In all generations since Shiny Pokémon debuted, there are a few species that cannot be legitimately obtained as Shiny. These Pokémon are commonly referred to as Shiny-locked. This can happen if the Pokémon is coded not to appear as Shiny in the wild, or via in-game gifts, in-game trades, breeding, or has never been distributed as Shiny via events.
Over time the Shiny Locked list can change. As more special events are released there becomes more chances to get Pokemon who cannot be shiny, shiny.

While some Pokemon will be Shiny if traded to Gen II, they won't display as such in Gen I.

While the cap Pikachu are all shinylocked, the Parnter Cap Pikachu in Ultra Sun and Ultra Moon (obtained via QR code) has a faulty lock. The Pokemon is locked to the player's Trainer ID, but as the original trainer is Ash and not the player, the Pikachu can be shiny.
Shiny starters that happen to be shinylocked can still be obtained via eggs.
